How to write a federal resume for USAJOBS

Federal hiring has its own rules. Since 27 September 2025, USAJOBS accepts résumés of no more than two pages for most announcements — and a federal résumé still has to include details a private-sector résumé never would. This guide explains what HR specialists check and how to fit it into two pages.

The two-page limit

Under the Office of Personnel Management’s merit hiring plan, USAJOBS restricts résumés to two pages from 27 September 2025. The limit covers résumés uploaded, built in the USAJOBS résumé builder, or stored in your profile. According to OPM’s guidance to agencies, an applicant whose only résumé is longer than two pages is not considered further.

Federal resume format, section by section

A federal résumé uses the same reverse-chronological order as any American résumé, with a few lines at the top that private employers never ask for.

  1. Contact details: name, phone, email, city and state.
  2. Citizenship: “U.S. citizen” (most positions require it).
  3. Veterans’ preference, if you have it, for example “Veterans’ preference: 5-point (TP)”. Upload the supporting documents, such as your DD-214, with the application.
  4. Federal status, if you are a current or former federal employee: your highest series and grade, for example “GS-0343-11, career tenure”.
  5. Security clearance, if you hold one: level and status, for example “Secret, active”.
  6. Work experience, newest first, with the details in the next section.
  7. Education, with the degree, school and year, and relevant coursework if you are using education to qualify.
  8. Certifications, licenses, training and languages, if the announcement values them.

What HR checks first: qualifications

Before a hiring manager sees your application, an HR specialist decides whether you meet the minimum qualifications. For most positions that means specialized experience at the next lower grade, described in the announcement’s "Qualifications" section. If your résumé doesn’t clearly show that experience, you can be rated ineligible regardless of how strong you are.

  1. Find the "Specialized experience" paragraph in the announcement.
  2. Break it into its individual duties and skills.
  3. Make sure each one appears in your résumé, in recognisable terms, attached to a specific position with dates.
Matching specialized experience to your bullets
The announcement saysYour résumé shows
Experience analyzing program data to evaluate effectivenessAnalyzed quarterly performance data for 12 grant programs and recommended changes to two that missed targets.
Experience preparing written reports and briefings for managementWrote monthly briefing memos for the regional director and presented findings at quarterly reviews.
Experience applying federal regulations and policiesApplied 2 CFR 200 cost principles when reviewing $3M in grantee budgets.

Details every position needs

Federal résumés list information for each job that private employers don’t ask for, because HR uses it to calculate how much qualifying experience you have.

DetailWhy it matters
Job title (and series and grade, if federal)Shows the level of the work
Employer and locationIdentifies the experience
Start and end dates (month and year)Used to calculate time in the role
Hours per weekPart-time experience is credited proportionally
Duties and accomplishmentsEvidence of specialized experience

Some announcements also ask for salary or supervisor contact details. Include them when requested.

Fitting it into two pages

  • Spend the space on the last ten years and on roles that prove the specialized experience.
  • Reduce older or unrelated roles to a single line with title, employer, dates and hours.
  • Write dense, specific bullets: the work, its scale, and the result — no generic duty lists.
  • Cut a separate summary if space is tight; the qualifications evidence matters more.
  • Use a clean single-column layout with no graphics, so nothing is lost in agency systems.
Example — a federal-style entry

Program Analyst (GS-0343-11) — Department of Example Affairs, Denver, CO

May 2022 – Present · 40 hours per week

• Analyzed program performance data for a $14M grants portfolio and briefed senior leadership quarterly on risks and corrective actions.

• Drafted policy guidance adopted across 6 regional offices, reducing grant processing errors by 22%.

Writing accomplishments with CCAR

Federal hiring guides often recommend the Challenge, Context, Action, Result (CCAR) model for accomplishment bullets: what the problem was, the circumstances, what you did, and what changed. Under the two-page limit you won’t have room for full paragraphs, so compress each accomplishment to one or two sentences that still contain all four parts.

Example — a CCAR accomplishment, compressed

• With grant applications up 40% and no new staff (challenge, context), redesigned the intake checklist and trained 9 reviewers on triage (action), cutting average review time from 34 to 21 days (result).

Qualifying through education

For many professional and administrative series, education can take the place of specialized experience at entry grades. The usual equivalents under OPM’s qualification standards are below; the announcement lists the exact rules for each series.

GradeEducation that can qualify
GS-5A bachelor’s degree
GS-7One full year of graduate study, or Superior Academic Achievement (for example a GPA of 3.0 or higher) during a bachelor’s degree
GS-9A master’s degree, or two full years of graduate study
GS-11A Ph.D., or three full years of graduate study

If you are qualifying through education, list the degree with its completion date and GPA, and expect to upload transcripts.

Current federal employees and veterans

If you are already in the federal service, give the series and grade for each federal position, and its start and end dates. Competitive promotions usually require 52 weeks at the next lower grade (time-in-grade), and HR checks it from your résumé and your SF-50.

Veterans should translate military experience into civilian terms: say what you managed, how many people, and the size of the budget or equipment, rather than relying on unit names and acronyms. Include your rank and dates of service, and claim veterans’ preference in the application with the right documents.

What the USAJOBS statuses mean

StatusWhat it means
ReceivedYour application was submitted and is waiting for review.
Reviewing applicationsHR is checking applications against the qualifications.
ReferredYou met the qualifications and your application went to the hiring manager.
Not referredYou were qualified but not among the candidates sent to the hiring manager, or you did not meet the qualifications. The notification usually says which.
Selected / Not selectedThe hiring decision has been made.

If you are found ineligible, the notice usually gives the reason. Missing hours per week, unclear dates or experience that doesn’t match the specialized experience statement are the most common, and all of them can be fixed for the next application.

Keywords and assessment questionnaires

Common mistakes that get federal applicants rated ineligible: missing hours per week, dates without months, bullets that describe the office rather than your own work, a résumé longer than two pages, and claims in the questionnaire that the résumé doesn’t support.

Most announcements include an assessment questionnaire where you rate your own experience. Every claim you make there should be supported by your résumé — HR can lower your rating if it isn’t. Use the announcement’s own terms in your bullets so the connection is obvious.

You can check how much of an announcement’s language your résumé covers with the free ATS resume checker by pasting the announcement as the job description.

Frequently asked questions

What is specialized experience?
Experience that gave you the knowledge and skills to do the job, usually at the next lower grade. The announcement describes it in a short paragraph, and HR rates your résumé against it before anyone else sees your application.
Can education qualify me instead of experience?
At entry grades in many series, yes. A bachelor’s degree can qualify for GS-5 and a master’s for GS-9, for example. Check the qualifications section of the announcement for the series you are applying to.
Should I put my security clearance on a federal resume?
Yes, if you hold one. Give the level and whether it is active, for example “Top Secret/SCI, active”. Don’t include details of investigations.
Does the two-page limit apply to every federal job?
It applies to most announcements on USAJOBS from 27 September 2025. Agencies outside Title 5, and the judicial and legislative branches, can accept longer résumés and will say how in the announcement.
Do I still need to list hours per week?
Yes. Hours per week, together with start and end dates, are how HR calculates your qualifying experience. Leaving them out can cost you credit for part-time work.
Can I use my private-sector resume?
Rarely as-is. Add the federal details for each position, and rewrite bullets so the announcement’s specialized experience is clearly evidenced.
